How do you import a car from Belgium to the UK?

To import a car from Belgium to the UK, get both parts of the original Belgian registration certificate and the invoice from the seller. When the car reaches Britain it is declared to UK customs, notified to HMRC through NOVA and registered with the DVLA. A classic over 30 years old, in its original state and of a model no longer in production pays 0% duty and 5% VAT; any other car pays 20% VAT, plus 10% duty unless it was built in the EU (or another country with a UK trade agreement) and its origin can be proved.

What you need from the seller
  • The inschrijvingsbewijs (in Dutch) or certificat d'immatriculation (in French), often called the carte rose after its pink colour: the Belgian registration certificate. It comes in part I and part II, and you need both: the DIV, the Belgian registration service, prints on them that both parts go to the buyer on a sale. Make sure you get the original: the DVLA keeps it.
  • The factuur / facture (invoice), or from a private seller a signed verkoopovereenkomst / contrat de vente (sales agreement), showing the price and the car's VIN. Without proof of purchase, an independent valuation is needed.

If the certificate has been lost, the DVLA needs a dating letter to prove the car's age instead, and we obtain it for you.

Duty and VAT on a car from Belgium

Plenty of cars sold in Belgium were built somewhere else, and it is the country of manufacture that decides the duty, not the showroom. A preferential 0% rate also needs proof of origin.

A German or Belgian-built car with valid proof of origin pays no duty; an American-built car from a Brussels dealer pays 10%, even though it was bought in the EU. What happens in the UK

On a car under 10 years old, ask for the COC as well (gelijkvormigheidsattest / certificat de conformité), because younger cars need UK vehicle approval. The official list is on GOV.UK under registering an imported vehicle.

Which parts of the Belgian registration certificate do I need?

Both. The inschrijvingsbewijs or carte rose comes in part I and part II, and the DIV states that both must be handed to the buyer on a sale. The DVLA keeps the original foreign registration certificate when it registers the car.

The Belgian seller kept the number plates. Is that a problem for the UK?

Not for the UK paperwork. In Belgium the plate belongs to the owner, not the car, so it stays with the seller. What matters here is the registration certificate, the invoice, the customs declaration and NOVA, and the car gets its UK registration from the DVLA.

Is a car bought in Belgium automatically free of UK duty?

No. Duty is 0% only if the car was manufactured in the EU (or another country with a UK trade agreement) and has valid proof of origin. An American-built car pays 10% duty even if bought in Belgium. A classic over 30 years old, original and no longer in production pays 0% duty and 5% VAT.

What if I have no invoice for my Belgian car?

Customs and NOVA need evidence of the car's value. Without an invoice or sales agreement, an independent valuation of the car is needed instead.

Do I need the Car-Pass for the UK?

No. The Car-Pass is a Belgian mileage record and useful history, but UK customs and the DVLA do not ask for it. What they need from Belgium is the registration certificate and the invoice.
